Proposals - Impact of GST and Community Subscription In early 2004, I began researching the feasibility of introducing what I called a "community subscription" in preference to the introduction of a Goods and Services Tax to cover the £50m shortfall. At the time, a minimum rate of 5% was proposed, with the expectation that a higher rate would ultimately be suggested by the Finance & Economics Committee. Unfortunately, the argument for a community subscription was never completed against the Goods and Services Tax insofar as I realised, while developing the argument, that bulk payments of tax would probably be less palatable to the electorate than the Goods and Services Tax proposed. However, there are a few ideas here that could be developed further. These proposals have never been circulated or forwarded to either the States of Jersey or to States Members. |

on Exports - Concept Exploration Focussing on the issue of covering the shortfall of £50m that will result from introduction of the zero-ten tax package, this paper questions the generally held assumption that the Island's export industries should be free of any kind of tax or duty on the basis that other countries apply taxes and duties on many goods physically imported from Jersey and that Jersey, by virtue of being outside the European Union, is not particularly well placed to harbour electronic commerce businesses that interact with EU customers due to the nature of the European Union's VAT system. |
